Student Idea: Require that Guild funds are only used to fund Guild-affiliated groups

Guild resources should not be used to fund external organisations which have their own budgets, and should therefore be able to fund themselves. Giving money to the AU, for instance, seriously brings into question the independence of the Guild as a students union, since the AU is entirely an offshoot of the University.
